KUALA LUMPUR: The Mineral and Geoscience Department Malaysia (JMG) is improving subsurface geological data for Klang Valley with a 3D mapping system to help manage risks like landslides and sinkholes.

The Natural Resources and Environmental Sustainability Ministry said the Greater KL Subsurface Geological Mapping Project (3DKL) would cover data spanning ten municipalities.

In a written Parliamentary reply yesterday, the ministry said the project aimed to provide crucial subsurface geological data and information for managing geological disaster risks.

"This data will also be used for development planning, particularly on stratum land," it said.

The ministry also said JMG provided geoscience technical advisory services through prevention, mitigation, adaptation and monitoring measures.

Some of these preventive measures include implementing hazard and risk mapping in landslide-prone areas, continuous ground movement monitoring, comprehensive site investigations, and ensuring efficient utility drainage systems.

"In addition, development and construction activities involving works such as groundwater pumping, drilling, tunnelling, and mining should also be controlled to prevent disruption to groundwater systems and prevent tremors," it added.

The ministry was responding to a question from Datuk Ahmad Amzah Mohamed (PN-Kuala Terengganu), who asked about the ministry's follow-up actions after the Jalan Masjid India sinkhole incident.

It said the JMG had prepared a Technical Sectoral report on the matter, which revealed limestone cavities in areas where land structural deformation was identified.

"The Kuala Lumpur City Hall has used the report's findings to conduct a site investigation to obtain a detailed subsurface profile, ensure soil structural integrity, and develop appropriate mitigation measures," it added.

On Aug 23, G. Vijaya Lakshmi, 48, a tourist from India, went missing after falling into an 8m-deep sinkhole in Jalan Masjid India while heading to a temple.

SEREMBAN: Kerajaan Negeri Sembilan bersedia menerima mana-mana syarikat, termasuk pemilik tanah persendirian yang berminat mengusahakan industri unsur nadir bumi bukan radioaktif (NR-REE) di negeri ini.
Menteri Besar Datuk Seri Aminuddin Harun berkata syarikat terlibat bagaimanapun perlu mempunyai kemampuan dalam industri berkenaan.
"Apa yang penting kita kena telus, kita tak mahu orang yang tiada pengalaman buat. Tanah kerajaan, kita kena pilih syarikat berkemampuan sahaja," katanya kepada pemberita selepas mempengerusikan mesyuarat Exco di Wisma Negeri, di sini hari ini.
 
Aminuddin berkata pihaknya turut memberi tempoh masa tertentu iaitu satu hingga enam bulan untuk urusan penjelajahan kawasan kepada pihak yang berminat dalam pengurusan NR-REE ini.
 
Media sebelum ini melaporkan kerajaan negeri meluluskan dua kawasan berkeluasan kira-kira 400 hektar di negeri ini untuk dijadikan lokasi perlombongan NR-REE yang akan dimulakan tidak lama lagi.
 
Sementara itu Aminuddin berkata Negeri Sembilan dijangka memperoleh hasil lebih tinggi tahun ini berbanding sasaran RM520 juta dalam belanjawan tahun lepas.
"Hasil negeri telah mencapai 95 peratus setakat ini dan dijangka melepasi sasaran pada hujung tahun ini," katanya.

SEREMBAN (Nov 13): Negeri Sembilan is prepared to welcome any company, including private landowners, interested in managing the non-radioactive rare earth element (NR-REE) industry in the state, said Menteri Besar Datuk Seri Aminuddin Harun.

He said companies applying for the project must be able to implement NR-REE management.

"We have no problem. We welcome anyone who is interested. What is important is that we have to be transparent. We don't want people with no experience to do it. [For] Government land, we have to choose only capable companies," he told reporters after chairing the weekly state executive council meeting at Wisma Negeri here on Wednesday.

 

Aminuddin said the state would also give parties interested in managing NR-REE a one- to six-month period to explore an area for the project.

It was reported that two approximately 400-hectare areas in the state have been approved for NR-REE mining, which will start soon.

Meanwhile, Aminuddin said Negeri Sembilan is expected to earn higher revenue this year than the RM520 million target it set in last year's budget.

"The state's revenue has reached 95% so far and is expected to exceed the target by the end of this year," he said.

KUALA LUMPUR: Malaysia has a significant opportunity to develop its downstream rare earth elements (REE) industry, particularly in producing super magnets to support the burgeoning electric vehicle (EV) manufacturing sector, as explained in the Dewan Rakyat today.

According to BERNAMA News Agency, Natural Resources and Environmental Sustainability Minister Nik Nazmi Nik Ahmad revealed that the latest REE roadmap, which encompasses the entire supply chain including upstream, midstream, and downstream stages, was recently presented at the sixth National Economic Action Council meeting of 2024, chaired by Prime Minister Datuk Seri Anwar Ibrahim. The roadmap was developed following a comprehensive study by the Academy of Sciences Malaysia, focusing on a holistic business model for the REE industry.

Nik Nazmi highlighted Malaysia’s potential in the downstream sector, emphasizing the need for a local intermediate industry to process REE raw materials, specifically rare earth carbonates produced by local mines. Th
is development is crucial for Malaysia to become a key player in supporting EV manufacturing.

Furthermore, Nik Nazmi mentioned that Lynas Malaysia Sdn Bhd, a prominent rare earth mining company, is ready to process Malaysia’s REE. However, the minister stressed that Lynas must adhere to stringent environmental, health, and safety standards. The company has shown its commitment to establishing another processing line in Malaysia, contingent on obtaining an extended operating license-a matter currently under evaluation.

Presently, Lynas processes raw materials sourced from Australia and exports them to countries such as Vietnam and Japan, but plans to process local REE may bolster Malaysia’s position in the global REE market.

Malah dalam buku yang ditulis baginda, Globalization: Perak's Rise, Relative Decline, and Regeneration, Sultan Nazrin menekankan pentingnya peranan GLC dalam membantu Perak memanfaatkan potensi sumber mineral tersebut yang dilihat sebagai langkah strategik untuk menjana pertumbuhan ekonomi, memperkukuh kedudukan negeri, dan menghadapi cabaran globalisasi, sekaligus memulihkan dan mengukuhkan ekonomi Perak dalam era pasca-globalisasi.

Menindaklanjuti titah baginda, Perbadanan Menteri Besar Perak (MB Inc) yang diberikan tanggungjawab memajukan sektor mineral negeri mengorak langkah meneroka ruang dan menjalinkan kerjasama dengan saintis dan pakar untuk menjalankan penyelidikan ke atas mineral yang baru ditemui di Mukim Kenering, Hulu Perak.

Ketua Pegawai Eksekutifnya, Anuar Zainal Abidin berkata, bagi memastikan kelestarian projek perintis itu, MB Inc melantik Institut Darul Ridzuan (IDR) sebagai koordinator penyelidikan yang kemudiannya menjalin kerjasama strategik dengan Universiti Sains Malaysia (USM) dan Universiti Kebangsaan Malaysia (UKM) untuk menjalankan kajian komprehensif meliputi pemantauan keradioaktifan, penilaian sumber air bawah tanah serta analisis kestabilan tanah.

Jelasnya, Perak merupakan satu-satunya negeri di Malaysia yang memperolehi kesemua kelulusan untuk aktiviti perlombongan tersebut, termasuk Penilaian Impak Alam Sekitar (EIA), Penilaian Impak Sosial (SIA), Kebenaran Merancang (KM), Skim Pengendalian Melombong (OMS), Pelan Pengurusan Alam Sekitar (EMP) dan Pelan Kawalan Hakisan dan Sedimen (ESCP).

Sementara itu, dalam usaha merealisasikan hasrat Menteri Besar Perak, Datuk Seri Saarani Mohamad untuk menjadikan Perak sebagai peneraju industri mineral negara, MB Inc mengambil langkah proaktif menubuhkan Terra Mineral Lab (TML) Sdn Bhd dan Pusat Kecemerlangan Penyelidikan Mineral.

Beliau berkata, inisiatif tersebut dilaksanakan melalui kerjasama strategik bersama IDR dan universiti-universiti tempatan selain turut memeterai kerjasama awal dengan Universiti Malaya (UM) dalam bidang penyelidikan NR-REE di Perak.

"TML yang disasarkan sebagai Makmal Utama Negara menjelang 2030 bagi Perkhidmatan Analisis Mineral dilengkapi dengan tiga instrumen analisis berteknologi tinggi: Inductively Coupled Plasma Mass Spectrometry (ICP-MS), Wavelength Dispersive X-Ray Flourescence (WDXRF), dan Micro X-Ray Fluorescense (Micro-XRF).

"Fasiliti ini dikendalikan oleh 15 pakar tempatan yang terdiri daripada jurutera kimia, ahli sains nuklear, ahli kimia kanan, ahli kimia, dan penolong ahli kimia yang merupakan graduan terlatih dari universiti tempatan," katanya.

Untuk rekod, Perak berjaya mengeksport 8,157.340 metrik tan nadir bumi karbonat (REC) hasil projek rintis berkenaan ke China melalui 24 kali penghantaran sejak dari Februari 2023 hingga Mei 2024 yang sekali gus menyumbang sebanyak RM30.88 juta royalti kepada kerajaan negeri.

Anuar berkata, selain REE, MB Inc juga komited dalam memacu ekonomi negeri melalui pengurusan pelbagai projek mineral lain termasuk bijih timah, kaolin dan silika.

Dalam pada itu, sebagai sebuah syarikat berkaitan kerajaan (GLC), MB Inc. turut melaksanakan tanggungjawab sosial korporat (CSR) yang merangkumi aspek sosial, alam sekitar, dan pendidikan melalui pelbagai program seperti Biasiswa Perak Corporate Leadership Apprentice Scheme, Eco-Schools Malaysia dan Tuisyen Cikgu Saarani.
